How can a 2nd change program for convicted felons be successful implemented at The Transit Authority of River City in Louisville, KY.
The questions that need to be answered and addressed are below.
Has a Second chance program been established at any other transit agencies? If so was the program successful? Did it slow down the turnover rate of drivers? How can the program be successful in a union work environment without violating and union rules? (The current union tarc works with is The Amalgamated Transit Union) Is this a program that will be beneficial in Louisville ky? How can this program be implemented right now?
